Chang Gung University was established in April 1987 as Chang Gung Medical College with a primary mission of training exceptional medical professionals. n response to the nation's economic development needs, the university expanded by incorporating departments and graduate schools of engineering and management in subsequent years. This expansion allowed for a more diversified range of instructional resources, producing skilled individuals in medicine, engineering, and management. The transition to "Chang Gung College of Medicine and Technology" was approved by the Ministry of Education in 1993, coinciding with the acceptance of students into engineering and management programs. Further developments and department additions led to the formal approval of the name change to "Chang Gung University" in July 1997.

The university's developmental goal is a shift from a teaching-oriented institution to a research-oriented one. Ongoing efforts include enhancing the quality of teaching staff, equipment, and instruction, while also providing students with increased opportunities for engagement in humanities studies.
